Over, Short, and Damaged (OS&D)

OS&D is a type of freight claim filed by consignees to identify discrepancies between freight that was shipped and what actually arrived.

What is an Over, Short, and Damaged (OS&D)?

Over, Short, and Damaged (OS&D) is a type of freight claim shippers file when freight arrives in a condition not specified in the Bill of Lading (BoL).

Shippers create OS&D reports that include the following information to file a freight claim:

  • Shipment numbers
  • Item descriptions
  • Item quantities
  • Observed damages

According to the 49 U.S.C. §14706 (Carmack Amendment), shippers must file an OS&D claim within 9 months of the delivery date and carriers must respond within 120 days of the claim.
